The Training course on the practical approach to rights-based fisheries management in coastal area of Vietnam

Venue: Nha Sang Tac Hotel, Nha Trang, Vietnam

Objectives:
1. To introduce the knowledge and experience on practical approach to rights-based fisheries management in coastal area to 8 coastal provinces, and
2. To strengthen practical in competence in planning and implementing the applicable coastal fishery management plans.

Result

The Training was attended by the representatives of local officers, totally 18 persons, from 8 provinces namely, Thanh Hoa, Nghe An, Ha Tinh, Binh Dinh, Phu Yen, Khanh Hoa, Soc Trang and Ca Mau provinces, 4 officers from Head Quarter, and one resource person from Vietnam side. The officers from Fisheries Administration of Vietnam, the

SEAFDEC/Training Department and Secretariat also attended the Training. The SEAFDEC team presented the participants on the importance of resource management including Monitoring Control and Surveillance (MCS), and Rights-based Management. As well as, how to organize and facilitate of community based co-management and how to gathering fisheries information (catch, socio-economic status, etc.). Furthermore, the lessons-learned and experiences from Thailand and Japan were presented and discussed for more understanding of the participants. 

Furthermore, the experience of Vietnam in implementing community based co-management of SCFI project was presented by Mr. Nguyen Phu Quoc, representative of SCAFI project. He presented the 8 pilot demonstrations and lessons-learned of implementing the difference module in three clusters of Vietnam. He shared experience that the area selection is important decision criteria as well as the objective should be clear to determine establishment the demonstration module. However, the defining of resources area should be considered. He suggested that the further implementation should concentrate on each point from 8 demonstrations.

Next session, the participants were divided into two groups, and make power point presentation in order to present to fishermen in Khanh Hoa Fishing Community. Group 1: The presentation was an important role of resource management and rights-based fisheries as well as MCS for sustainable fisheries. Group 2: The presentation was a concept of community-based management and establishment of community fisheries organization. After came back from fishing community, the resources persons suggested that the participants had to give the local fishers more clear in each content. The sentences or wording of presentation should be changed to participant’s education level and use a picture instead the long text.

The last session, Ms. Nguyen Thi Trang Nhung, express her sincere thanked to SEAFDEC for supporting this training course. Next, Mr. Hidenao Watanabe, on behalf of the SEAFDEC, kindly gave the certificate to all participants and thanked the participants and the Fisheries Administration of Vietnam for their active participation and cooperation during the Training. He expected that the achievements of this training course can improved the skill and knowledge of participant as well as to facilitate community based co-management in Vietnam.
