The Regional Training Course on Co-management Using Group User Rights for Enhancing Small-scale Fisheries Development and Management

The objectives of the training were:

1. To promote and strengthen participants to comprehend the concept and regional guidelines for co-management using group user rights for small-scale fisheries in Southeast Asia and apply the concept and guideline practicing in coastal fisheries management.

2. To clarify the importance, objectives and application of the regional guidelines strengthening small-scale fisheries to promote and mobilize coastal fisheries management.

3. To facilitate participants sharing and exchanging experiences and views on enrollment of small-scale fisheries strengthening coastal fisheries management

Activity implementation:

The training course was attended by twelve fisheries officers from SEAFDEC Member Countries, namely: Cambodia (1), Indonesia (1), Lao PDR (1), Malaysia (1), Myanmar (1), The Philippines (1), Thailand (5) and Vietnam (1). Conducted for nine days, the training course included lecture and field trip study for concretely practicing and experiencing on site.

Session one, focused on lectures with Dr. Theo Ebbers from AIT focusing on scope and characteristic of co-management through right-based fisheries towards fishing rights, as well as participatory method of co-management promoting for small-scale fisheries. Other resources persons were SEAFDEC/TD staff, namely: Dr. Phattareeya, Mr. Aussanee, Ms. Sumitra, focusing on SEAFDEC projects related to coastal fisheries management. In addition, the participants were requested to present their respective country reports concerning fisheries co-management for small-scale fisheries management.

Session two was intended for site visit to 4 provinces, namely: Samutsakorn, Phetburi, Chantaburi and Trat Provinces. The coastal erosion was a serious issue in Samutsakorn Province. At Phetburi Province, the participants learnt about a crab bank cage. At Chantaburi Province, the participant visited the fisher group and discussed on the microcredit management. At Trat Province, the participants also visited Bann Pred Nai Mangrove Forest Conservation Group to discuss about mangrove forestation and conservation. On the next day, the participants presented the field trip reports as well as evaluating the training course. The results showed that most participants were satisfied on the training course specifically the course content, training methods, and facilities. Moreover, the participants thought that the site visit was beneficial to them which rated 100 %.

การฝึกอบรมการฟื้นฟูทรัพยากรปูม้า

วัตถุประสงค์ในการฝึกอบรม

1. เพื่อให้ชาวประมงมีความรู้ความเข้าใจเกี่ยวกับวงจรชีวิตและชีววิทยาของปูม้า

2. เพื่อส่งเสริมชาวประมงให้เข้าใจแนวทางในการอนุรักษ์และตระหนักถึงความสำคัญของทรัพยากรปูม้า รวมถึงการใช้ทรัพยากรสัตว์น้ำอย่างรับผิดชอบ

3. เพื่อใช้ผู้เข้ารับการฝึกอบรมรู้ขั้นตอน และวิธีการดำเนินงานของโครงการธนาคารปู รวมทั้งกระบวนการอนุรักษ์ทรัพยากรประมง

กิจกรรมการฝึกอบรม

การฝึกอบรมการฟื้นฟูทรัพยากรปูม้าในครั้งนี้ มีผู้เข้าร่วมอบรมจำนวน 30 คน เป็นชาวบ้านในพื้นที่หมู่ 13 บ้านท้องครก และผู้ที่สนใจจากหมู่บ้านอื่นๆ โดย ดร. ภัทรียา สวนรัตนชัย เป็นผู้กล่าวเปิดการฝึกอบรมและได้เชิญ คุณจินดา เพชรกำเนิด จากศูนย์วิจัยและพัฒนาอ่าวไทยตอนบน จังหวัดชุมพร เป็นผู้บรรยายเกี่ยวกับชีววิทยาปูม้า การเพาะฝักและการอนุบาลลูกปู ตั้งแต่การเลือกแม่ปูที่เหมาะสมสำหรับการเพาะฟักในธนาคารปู การเตรียมบ่อสำหรับเลี้ยงแม่ปู ไปจนถึงการเตรียมแพลงค์ตอนพืช โรติเฟอร์ หนอนแดงและอาร์ทีเมีย เพื่อเป็นอาหารของลูกปู และขั้นตอนในการบรรจุลูกพันธุ์ปูเพื่อนำไปปล่อยคืนสู่ธรรมชาติ นอกจากนี้คุณจินดา ยังได้กล่าวถึง สภาวะทรัพยากรปูม้าในบริเวณอ่าวท้องครก และความสำคัญในการบริหารจัดการทรัพยากรปูม้า หลังจากนั้น ดร.ภัทรียา ได้นำเสนอแนวทางในการอนุรักษ์และฟื้นฟูทรัพยากรปูม้า โดยได้นำเสนอกรณีตัวอย่างของธนาคารปูจากที่ต่างๆ อาทิ ในจังหวัดชุมพร จังหวัดจันทบุรี จังหวัดชลบุรี และจังหวัดเพชรบุรี โดยธนาคารปูในแต่ละที่จะมีวัตถุประสงค์หลัก คือ เพื่อเพิ่มทรัพยากรปูม้าในพื้นที่นั้นๆ แต่รูปแบบการดำเนินงานของธนาคารปูและกิจกรรมภายในกลุ่มของแต่ละพื้นที่จะแตกต่างกันไป ทำให้ผู้ที่เข้ารับการฝึกอบรมได้เรียนรู้วิธีการในการจัดการและอนุรักษ์ปูม้าเพิ่มมากขึ้น นอกจากนี้ยังมีคุณภิรมย์ สุทธิรักษ์ (ผู้ช่วยผู้ใหญ่บ้านบ้านท้องครก หมู่ 13) ได้ขึ้นมาบรรยายถึงประวัติความเป็นมาของการทำประมงในหมู่บ้าน โดยเฉพาะลอบปู ซึ่งเป็นสาเหตุหนึ่งที่ทำให้ทรัพยากรปูม้าลดจำนวนลงอย่างมาก และได้ถ่ายทอดประสบการณ์ในการอนุรักษ์ทรัพยากรปูม้า รวมทั้งได้เสนอแนะแนวทางในการแก้ไขปัญหาการลดลงของทรัพยากรปูม้าด้วย

หลังจากจบการบรรยาย วิทยากรได้มีการแบ่งกลุ่มอภิปรายออกเป็น 4 กลุ่มโดยมีหัวข้ออภิปรายดังนี้ กลุ่มที่ 1: ผลที่ได้จากการทำธนาคารปูไข่, กลุ่มที่ 2: ข้อจำกัดในการทำธนาคารปูไข่, กลุ่มที่ 3: เกษตรกรจะมีส่วนช่วยในการอนุรักษ์ทรัพยากรปูม้าอย่างไร, กลุ่มที่ 4: แนวทางการสร้างจิตสำนึกในการทำธนาคารปูไข่ เช่น การประชาสัมพันธ์แนวเขต และให้แต่ละกลุ่มออกมานำเสนอผลการอภิปราย หลังจากนั้นผู้เข้าร่วมอบรมได้ตอบแบบประเมินการฝึกอบรมให้ครั้งนี้
