The Regional Training Course on Co-management Using group User Rights for Enhancing Small-scale Fisheries Development and Management

The objectives of the training were:

1. To promote and strengthen participants to comprehend the concept and regional guidelines for co-management using group user rights for small-scale fisheries in Southeast Asia and apply practicing in coastal fisheries management.

2. To clarify the importance, objectives and application of the regional guidelines strengthening small-scale fisheries to promote coastal fisheries management.

3. To facilitate participants sharing and exchanging experiences and views on small-scale fisheries strengthening coastal fisheries management


The training course was attended by nine fisheries officers from SEAFDEC Member Countries, namely: Cambodia (1), Indonesia (1), Japan (1), Lao PDR (1), Malaysia (1), Myanmar (1), Philippines (1), Thailand (1) and Vietnam (1). Conducted for ten days, the training course had two main sessions.

Session one from 26 to 31 October, focused on lectures with Dr. Theo Ebbers from AIT, Dr. Magnus Torell from SEAFDEC/Secretariat, and SEAFDEC/TD staff, namely: Dr. Yuttana, Dr. Phattareeya , Mr. Aussanee, Ms. Sumitra, as resource persons. In addition, the participants were requested to present their respective country reports concerning fisheries co-management for small-scale fisheries management.

Session two was intended for site visit to Trat and Rayong Provinces on 1-2 November, after the participants were divided into three groups. At Trat Province, the participants visited Bann Pred Nai Mangrove Forest Conservation Group to discuss about mangrove forestation and conservation. At Rayong Province, the participants visited the set-net fisheries group for a series of discussions. On 3-4 November, the participants presented the field trip reports through the representative of each group. After which, the training course was evaluated by the participants. The results showed that most participants were satisfied on the training course specifically the course content, training methods, materials and facilities.

The National Workshop on Guideline and Standard method of data collection and fisheries indicators, Myanmar

SEAFDEC-TD collaborated with the Department of Fisheries (DOF), Myanmar to organize the workshop sponsored by Japanese Trust Fund. The major objective of the workshop is to set up a standard method of data collection and fisheries indicator for fisheries management in Myanmar.

Mr. Khin Ko Lay, Director-General of the DOF, Myanmar had a great pleasure to welcome Thai resource person, Myanmar officials, SEAFDEC staffs as participants and Fisheries Federation members as observers to the workshop. The Director-General greatly made an emphasis on the importance of standard method of data collection. The method would be useful and fruitful to set a plan for fisheries resources management in Myanmar by using fisheries indicator. To achieve this expectation, he encouraged all participants to actively share and exchange idea and experiences to make standardize fisheries data collection method based upon their expertise. Then, he kindly declared opening the workshop and invited all participants to take group photography.

After opening ceremony, Mr. Khin Maung Soe was as moderator to the workshop. He led the workshop started by adoption of the workshop agenda presented by Dr. Phattareeya Suanrattanachai. Then, Dr. Yuttana Theparoonrat presented background, objectives and expectation of the workshop to audiences. Next was Dr. Mala Supongpan was as resource person of the workshop given a presentation on an importance of fisheries indicators for fisheries management. During the present, common problems of fisheries management in temperate and tropical zone was explained a difference and difficulty to conduct data collection. An application of maximum sustainable yield (MSY) was introduced to manage fisheries resources. In addition, definition, type of fisheries indicators was described to the workshop as basic information. Myanmar officials were very interested in the presentation that some raised question and asked more clarification on MSY and fishing indicators.

To tangibly understand the concept, definition and type of indicators, Dr. Phattareeya S. was responsible for giving the presentation based on experience from Thailand. During this session, Dr. Mala S. kindly co-presented to transfer more details and experience on how to conduct data collection and received local fishers participated in data collection. According to this session, all participants had a basic knowledge on fishing indicators for fisheries management.

Participants of the workshop divided into two groups based on their experience and expertise. One was small-scale fisheries group, another was large-scale fisheries group. Each group was assigned to brainstorm designing log sheet by type of fishing gear selection for collecting fisheries resource data. Small-scale fisheries group selected five types of fishing gear as samples for data collection namely stow net, gill net, trap, beach seine and purse seine (anchovy purse seine. These five types of fishing gear would be occupied in inland and coastal fisheries. Large scale fisheries group selected only two types of fishing gear were trawl fisheries and purse seine fisheries. Then, each group started to design log sheet covered resource and socio-economic indicators as tool to collect data of each type of fishing gear. In addition, each group was requested to present the draft of designed log sheets to the workshop in order to share and get comment and recommendation on the log sheets.

The workshop had set up process of progressive practice of log sheets in field trip to recognize problems; constraints and seeking a proper and more applicable ways to develop the log sheets (see Annex1). The result of the practice will be an input of the conclusive workshop in the second week of December, 2009. In this connection, the workshop also agreed to organize working group for undertaking the task with the official and stakeholders of department of fisheries, fishing companies, Myanmar Fisheries Federation, and local management authorities. SEAFDEC staff gave suggestion on the log sheet should be translated in Myanmar language for easy use and understand in localities.

Mr. Khin Maung Soe was on behalf of the Director General, the Department of Fisheries, Myanmar, that the workshop was great opportunity to learn and share experience to standardize data collection method and fisheries indicator for Myanmar. Before closing, Dr. Yuttana T. was highly appreciate to all participants actively participated in the workshop. Dr.Mala S. expressed her encouragement to the workshop to work on the data collection and fisheries indicator. Mr. Khin Maung Soe presented his gratitude to all participants and declared the workshop closed.

รายงานการฝึกอบรมการท่องเที่ยวเชิงนิเวศ (Ecotourism)

ความเป็นมา
ด้วยความร่วมมือระหว่างสำนักงานฝ่ายฝึกอบรมศูนย์พัฒนาการประมงแห่งเอเชียตะวันออกเฉียงใต้ และกรมประมงได้ดำเนินโครงการ การจัดการความร่วมมือการจัดการประมงชายฝั่งด้านการประยุกต์ใช้ปรัชญาเศรษฐกิจพอเพียงเพื่อการพัฒนาเศรษฐกิจและสิ่งแวดล้อมอย่างยั่งยืน ภายใต้โครงการการจัดการชุมชนประมงชายฝั่งอย่างยั่งยืนโดยชุมชน ซึ่งโครงการฯ ได้ดำเนินกิจกรรมการวางซั้งเชือก จำนวน 10 ชุด ในบริเวณเกาะคราม เกาะพิทักษ์ บ้านทองครก หมู่ที่ 13 หมู่ที่ 14 ตำบลบางน้ำจืด อำเภอหลังสวน จังหวัดชุมพร โดยชาวประมงและคนในชุมชนมีความคิดเห็นว่า ถ้ามีการท่องเที่ยวเชิงนิเวศ (Ecotourism) เกิดขึ้นในชุมชน จะเป็นการส่งเสริมการท่องเที่ยว เพิ่มรายได้และอาชีพให้กับคนในชุมชนได้อีกทางหนึ่ง และเนื่องด้วยชาวประมงมีความต้องการองค์ความรู้ในเรื่องของการท่องเที่ยวเชิงนิเวศ เพื่อเป็นทางเลือกในการประกอบอาชีพการท่องเที่ยวเชิงนิเวศดังกล่าว ดังนั้น จึงได้มีการจัดการฝึกอบรมหลักสูตรด้านการท่องเที่ยวเชิงนิเวศให้กับชาวประมงในพื้นที่ อ.หลังสวน จ.ชุมพร

วัตถุประสงค์ในการฝึกอบรม
1.เพื่อส่งเสริมชาวประมงให้มีความรู้ความเข้าใจในการอนุรักษ์และใช้ทรัพยากรประมงอย่างรับผิดชอบ
2.เพื่อสร้างเสริมทักษะให้กับชาวประมงในการประกอบอาชีพของการท่องเที่ยวเชิงนิเวศโดยใช้ทรัพยากรประมงอย่างรับผิดชอบ
3.เพื่อเป็นแนวทางเสริมในการประกอบอาชีพ และลดการลงแรงในการทำประมง

รายงานผลการฝึกอบรม
1. เปิดการฝึกอบรม
โดย ดร.ภัทรียา สวนรัตนชัย หัวหน้าแผนกการจัดระบบการประมงของรัฐ กองการจัดการประมงชายฝั่ง ฝ่ายฝึกอบรม ศูนย์พัฒนาฯ เป็นผู้กล่าวเปิดการจัดการฝึกอบรมนี้ และเชิญ ผอ.อุทัย วรมาศกุล ผู้อำนวยการการท่องเที่ยวแห่งประเทศไทย (ททท.) สำนักงานจังหวัดชุมพร มาบรรยายในเรื่องการท่องเที่ยวเชิงนิเวศ หลังจากนั้นในช่วงบ่ายจะเป็นการบรรยายในเรื่อง การใช้ทรัพยากรประมงอย่างรับผิดชอบในบริเวณซั้งเชือก โดย ดร.ทวีเกียรติ อมรปิยะกฤษฐ์ หัวหน้าแผนกส่งเสริมทรัพยากรการประมง กองการจัดการประมงชายฝั่ง และจะมีการตอบข้อซักถามในตอนท้ายของการบรรยาย

2. การจัดการและการอนุรักษ์ทรัพยากรประมงเพื่อส่งเสริมการท่องเที่ยวเชิงนิเวศ
โดย ผอ.อุทัย วรมาศกุล กล่าวถึงความเป็นมาของการท่องเที่ยวเชิงนิเวศ และองค์ประกอบสำคัญของการท่องเที่ยวเชิงนิเวศ คือ ชุมชน แหล่งท่องเที่ยว และนักท่องเที่ยว โดยชาวบ้านในชุมชนต้องเข้ามามีส่วนร่วมในการกำหนดรูปแบบของการท่องเที่ยว
นอกจากนี้กล่าวถึงธนาคารปูในจังหวัดชุมพร ว่าเป็นรูปแบบหนึ่งในการใช้ทรัพยากรประมงอย่างยั่งยืน ซึ่งสามารถนำนักท่องเที่ยวเข้ามาเที่ยว ศึกษาดูงานและให้ความรู้ในส่วนนี้ได้ โดยจะเป็นแหล่งท่องเที่ยวและเรียนรู้ที่สำคัญ และในด้านของมัคคุเทศก์ควรมีการจัดฝึกอบรมอย่างเป็นทางการ โดยส่วนนี้อาจจะขอรับเงินสนับสนุนจากภาครัฐได้


3. การใช้ทรัพยากรประมง อย่างรับผิดชอบในบริเวณซั้งเชือก
โดย ดร.ทวีเกียรติ อมรปิยะกฤษฐ์ โดยเริ่มจากวัตถุประสงค์ของซั้งเชือก หลังจากนั้นได้นำเสนอรูปภาพและวีดีโอตั้งแต่การทำซั้งเชือก จนกระทั่งนำซั้งเชือกออกไปวางในบริเวณชายฝั่ง รวมถึงปัญหาและข้อบกพร่องของซั้งเชือก และได้แนะนำให้ชาวประมงดัดแปลงซั้งเชือกโดยใช้วัสดุที่มีอยู่ในชุมชน ซึ่งจะทำให้ราคาต้นทุนของซั้งเชือกต่ำลง และได้ยกตัวอย่างประเทศฟิลิปปินส์ ที่มีการกำหนดโควต้าการตกปลาในบริเวณซั้ง คือ จำนวนเบ็ดใน 1 สาย ต้องอยู่ระหว่าง 10-12 ตัว และความถี่ในการไปตกปลาไม่เกินสัปดาห์ละ 2 ครั้ง เป็นต้น
นอกจากนี้ควรหลีกเลี่ยงการใช้เครื่องมืออวนในบริเวณซั้งเชือก และไม่ควรวางซั้งเชือกในพื้นที่ที่กีดขวางการเดินเรือหรือทำประมง ส่วนขยะที่ย่อยสลายไม่ได้ เช่น พลาสติก แก้ว โลหะ ควรนำมากำจัดบนบก และควรมีการเพิ่มทุ่นเมื่อซั้งเชือกเกิดการจมตัว

4. การแสดงความคิดเห็นและตอบข้อซักถาม
หลังจบการบรรยายได้มีการซักถามและแสดงความคิดเห็นจากชาวบ้านต่อผลของการวางซั้งในพื้นที่ เกาะครามและเกาะพิทักษ์ ระยะเวลานาน 5 เดือน (จัดวางในวันที่ 16-19 กุมภาพันธ์ 2552) ซึ่งสรุปได้ดังต่อไปนี้
1. ทุ่นผิวน้ำ 6 ลูก มีขนาดเล็กเกินไป ไม่เพียงพอที่จะพยุงซั้งเชือกให้ลอยตัวอยู่ได้นาน เนื่องจากมีสิ่งเกาะติดจำนวนมาก
2. มีสัตว์น้ำเข้ามาในพื้นที่มากขึ้น จำนวนชนิดหลากหลายมากขึ้น
3. ส่งเสริมอาชีพและรายได้ของชาวประมง
4. ชาวประมงมีโครงการที่จะเพิ่มเติมแนววางซั้งให้ไกลออกไปถึง 5,000 เมตร เพื่อเป็นแนวป้องกันการรุกล้ำเข้ามาของเรือประมงพาณิชย์ด้านนอก และจะให้ทางจังหวัดประกาศเป็นเขตเฉพาะ โดยชาวประมงจะรวมกลุ่มกันเพื่อสร้างกลุ่มให้เข้มแข็งและช่วยกันปกป้องพื้นที่ชายฝั่ง
5.ชาวประมงมีแผนที่จะวางซั้งในแนวน้ำตื้นน้อยกว่า 5 เมตรด้วยเช่นกัน โดยดัดแปลงซั้งให้เหมาะสมกับความลึกของน้ำ เพื่อเพิ่มแหล่งที่อยู่อาศัยของสัตว์น้ำใกล้ชายฝั่งมากขึ้น ทั้งนี้เบื้องต้นจะใช้เป็นแหล่งตกปลาสำหรับนักท่องเที่ยวที่มาใช้บริการ ในบริเวณอ่าวทองครก และเกาะพิทักษ์
6.ชาวประมงมีความคิดเห็นพ้องกันว่าซั้งเชือกช่วยในการเพิ่มพูนทรัพยากรสัตว์น้ำชายฝั่งทั้งผิวน้ำและหน้าดินได้เป็นอย่างดี ส่งเสริมความร่วมมือของชาวประมงในการทำงานร่วมกัน การปกป้องพื้นที่และเสริมรายได้ของชาวประมงนอกเหนือไปจากเครื่องมือประมงที่ใช้เป็นประจำ
7. มีหอยแมลงภู่ หอยมุกจาน และสิ่งเกาะติดอื่นๆ เกิดขึ้นบริเวณเนื้ออวนกระโปรงจำนวนมาก แต่เนื่องจากมีน้ำหนักมากและอยู่ลึก ทำให้ไม่สามารถนำขึ้นมาใช้ประโยชน์ หรือนำออกเพื่อลดน้ำหนักของซั้งได้

รายงาน : การสัมมนาการจัดการทรัพยากรประมงในเขื่อนลำตะคอง
ณ. ศูนย์ป้องกันฯภาคตะวันออกเฉียงเหนือตอนล่าง จังหวัดนครราชสีมา

ความเป็นมา
ตามที่ศูนย์พัฒนาการประมงแห่งเอเชียตะวันออกเฉียงใต้ ได้จัดทำโครงการร่วมกับกรมประมงในการสร้างเสริมศักยภาพของชุมชนในการบริหารจัดการร่วมเพื่อฟื้นฟูทรัพยากรประมง โดย ใช้พื้นที่อ่างเก็บน้ำลำตะคอง จังหวัดนครราชสีมา เป็นพื้นที่เป้าหมาย และได้ทำการสำรวจข้อมูลพื้นฐานของชุมชนประมงไปแล้วนั้น เมื่อวันที่ 24-26 กุมภาพันธ์ 2552 รวมทั้งได้ทำการวิเคราะห์ผลการสำรวจเสร็จสิ้น ทางโครงการฯ จึงได้จัดสัมมนานำเสนอผลของการสำรวจข้อมูลพื้นฐานดังกล่าวให้กับชุมชนประมง และหน่วยงานที่เกี่ยวข้องได้รับทราบและช่วยกันหาแนวทางในการแก้ไขปัญหา และแนวทางในการจัดทำกิจกรรมเพื่อนำไปสู่การบริหารจัดการประมงในเขื่อนลำตะคองอย่างยั่งยืน

วัตถุประสงค์
1. เพื่อส่งเสริมการประกอบอาชีพของชาวประมงให้เป็นไปแบบเป็นมิตรกับสิ่งแวดล้อมและยั่งยืน
2. เพื่อเสริมสร้างความเข้มแข็งให้กับองค์กรและชุมชน เพื่อเป็นกลไกในการจัดการทรัพยากรประมง
3. เพื่อเสริมสร้างเครือข่ายชุมชนประมง ในการพัฒนาทรัพยากรประมงอย่างยั่งยืน
4. เพื่อหาแนวทางในการแก้ไขปัญหาด้านการทำประมงในเขื่อนลำตะคองร่วมกันระหว่างชุมชนและหน่วยงานที่เกี่ยวข้อง
5. เพื่อหารูปแบบการจัดการทรัพยากรประมงร่วมระหว่างชุมชนและภาครัฐ

ผลที่คาดว่าจะได้รับ
1. ชุมชนประมงสามารถปฏิบัติและรู้สึกมั่นคงในการประกอบอาชีพ
2. องค์กรของผู้มีส่วนได้ส่วนเสียจะเป็นแกนนำในการทำหน้าที่จัดการทรัพยากรประมง โดยจะใช้ทรัพยากรอย่างรับผิดชอบ
3. มีการให้ รับ และแลกเปลี่ยนข้อมูลระหว่างชุมชน โดยผ่านเครือข่าย
4. ชุมชนสามารถเข้าใจแนวทางแก้ไขปัญหาด้านการประมงร่วมกัน
5. ชุมชนและภาครัฐสามารถเข้าใจแนวทางในการจัดการทรัพยากรประมงร่วมกัน

จำนวนผู้เข้าร่วมการประชุมรวม 113 คน ประกอบด้วยชุมชนประมงกลุ่มต่างๆ รวม 79 คน โดยมาจากกลุ่มประมงบ้านท่างอย กลุ่มประมงบ้านป่าไผ่ กลุ่มประมงบ้านท่าหีบ กลุ่มประมงบ้านเขาน้อย และ กลุ่มประมงตำบลคลองไผ่ สำหรับหน่วยงานภาครัฐรวม 34 คน ศูนย์ป้องกันและปราบปรามการประมงน้ำจืด ภาคตะวันออกเฉียงเหนือตอนล่าง จังหวัดนครราชสีมา สำนักงานประมงจังหวัดนครราชสีมา สำนักงานสหกรณ์จังหวัดนครราชสีมา เทศบาลตำบลคลองไผ่ โครงการส่งน้ำ และบำรุงรักษาลำตะคอง โรงไฟฟ้าเขื่อนลำตะคอง องค์การบริหารส่วนตำบลจันทึก องค์การบริหารส่วนตำบลหนองสาหร่าย วิทยาลัยการอาชีพปากช่อง ศูนย์พัฒนาการประมงแห่งเอเชียตะวันออกเฉียงใต้ และศูนย์วิจัยและพัฒนาประมงน้ำจืด จังหวัดนครราชสีมา

สรุปการประชุม
1. พิธีเปิด
คุณสุพร สุทธานุรักษ์ ประมงจังหวัดนครราชสีมา เป็นผู้กล่าวต้อนรับผู้เข้าร่วมสัมมนา “การจัดการทรัพยากรประมงในเขื่อนลำตะคอง” กล่าวถึงความสำคัญของลำน้ำลำตะคองรวม 3 ด้านหลัก คือ 1) การใช้น้ำเพื่อการบริโภค 2) การเกษตรกรรม และ 3) การประมง

วัตถุประสงค์ในการสัมมนาครั้งนี้เพื่อหาแนวทางในการแก้ไขปัญหาด้านการประมงร่วมกันระหว่างชุมชนที่ใช้ลำน้ำลำตะคองในการประกอบอาชีพกับหน่วยงานภาครัฐที่มีส่วนเกี่ยวข้อง รวมทั้งหาแนวทางในการจัดการทรัพยากรประมงร่วมระหว่างชุมชนและภาครัฐ ซึ่งหวังว่าผลของการสัมมนาในครั้งนี้สามารถได้ข้อตกลงในการทำประมงอย่างยั่งยืน และแนวทางแก้ไขร่วมกันระหว่างชุมชนและหน่วยงานที่เกี่ยวข้อง ซึ่งถ้าชุมชนประมงมีการจัดการและดูแลร่วมกันจะนำไปสู่ผลผลิตด้านการประมงที่สูงขึ้นตามมา

ดร. สิริ เอกมหาราช ท่านเลขาธิการฯ ศูนย์พัฒนาการประมงแห่งเอเซียตะวันออกเฉียงใต้ได้กล่าวเปิดการสัมมนาอย่างเป็นทางการ โดยเน้นให้ผู้เข้าร่วมสัมมนาโดยเฉพาะอย่างยิ่งชุมชนประมงปฏิบัติ และตะหนักในเรื่องการทำประมงอย่างรับผิดชอบ และนำแนวทางเศรษฐกิจพอเพียงมาใช้และเป็นมิตรกับสิ่งแวดล้อม เน้นการสร้างความเข้มแข็งให้กับชุมชน และการสร้างเครือข่ายชุมชนในบริเวณเขื่อนลำตะคอง และหวังเป็นอย่างยิ่งว่าการสัมมนาครั้งนี้ จะได้รับรูปแบบการจัดการทรัพยากรประมง และ แนวทางการแก้ไขปัญหาร่วมกัน สุดท้ายขอให้ทุกท่านช่วยกันระดมความคิด และแนวทางในการจัดการร่วมกัน

นายปรีชา วลานาวัง ผู้ช่วยหัวหน้าศูนย์ป้องกันฯ ได้กล่าวขอบคุณศูนย์พัฒนาการประมงแห่งเอเชียตะวันออกเฉียงใต้ที่ได้มอบรถยนต์กะบะโตโยต้า 4 ประตู และเครื่องฉาย LCD ให้กับศูนย์ป้องกันฯเพื่อใช้ในการดำเนินโครงการฯร่วมกับศูนย์พัฒนาฯ และกล่าวแนะนำเจ้าหน้าที่ที่เกี่ยวข้องในการสัมมนาครั้งนี้ด้วย โดยแนะนำว่าเจ้าหน้าที่จากหน่วยงานที่เกี่ยวข้องจะเป็นผู้ให้ความรู้ที่เป็นประโยชน์ด้านการจัดการทรัพยากรประมงร่วมให้กับพวกท่านในการสัมมนาครั้งนี้

2. ความเป็นมาของโครงการฯ
ดร.ยุทธนา เทพอรุณรัตน์ หัวหน้ากองการจัดการประมงชายฝั่ง ฝ่ายฝึกอบรม ศูนย์พัฒนาฯ กล่าวถึง ประวัติ และขอบเขตการทำงานของศูนย์ฯ ก่อนที่จะนำเสนอความเป็นมาของโครงการฯร่วม ซึ่งโครงการฯร่วมเกิดจากปัญหาความเสื่อมโทรมของทรัพยากรประมงในเขื่อนลำตะคอง และจากแผนพัฒนาเศรษฐกิจและสังคมของชาติ ฉบับที่ 10 (พ.ศ. 2550-2554) ได้นำปรัญชาเศรษฐกิจพอเพียงมาใช้เพื่อการฟื้นฟูการประกอบอาชีพ ความพอเพียงในที่นี้มุ่งเน้นเรื่องการปฏิบัติทางสายกลาง ด้วยความพอเพียง ความมีเหตุผล และเป็นภูมิคุ้มกันตนเอง ศูนย์พัฒนาฯและกรมประมงจึงได้ร่วมกันจัดตั้งโครงการสร้างเสริมศักยภาพของชุมชนในการบริหารจัดการร่วม เพื่อฟื้นฟูทรัพยากรประมงใน พื้นที่อ่างเก็บน้ำเขื่อนลำตะคอง โดยมีวัตถุประสงค์หลักคือ
1. เพื่อส่งเสริมการปฏิบัติและประยุกต์ใช้ปรัชญาเศรษฐกิจพอเพียง
2. เพื่อเสริมสร้างความเข้มแข็งในการจัดตั้งองค์กร
3. เพื่อเสริมสร้างเครื่อข่ายชุมชนประมง

3. การอนุรักษ์พันธุ์สัตว์น้ำ
ดร.ยุทธนา เทพอรุณรัตน์ ได้อธิบายถึงคำจำกัดความของเขตอนุรักษ์พันธุ์สัตว์น้ำ หมายถึงเป็นเขตพื้นที่ระหว่างระดับน้ำขึ้นและลง หรือเขตพื้นดินใต้ระดับน้ำลง รวมทั้งภายในมวลของน้ำ พืชและ สัตว์ที่อาศัยอยู่ ชนิดของสัตว์น้ำที่มีอยู่เดิมทางธรรมชาติและชนิดที่นำเข้ามา ซึ่งทั้งหมดได้รับการอนุรักษ์โดยกฏหมาย หรือการคุ้มครองด้วยวิธีการอื่นๆ ไม่ว่าจะเป็นการคุ้มครองบางส่วนหรือหมดทั้งสภาวะแวดล้อมนั้นๆ ซึ่งคำจำกัดความของเขตอนุรักษ์พันธุ์สัตว์น้ำโดยทั่วไปจะครอบคลุมเกี่ยวกับเครื่องมือที่ใช้ในการจัดการ ในหลายประเทศได้มีการใช้คำจำกัดความของมาตรการจัดการที่เฉพาะแตกต่างกันออกไป ซึ่งยังไม่มีรูปแบบที่เป็นมาตรฐานในระดับโลก แต่การจัดตั้งเขตอนุรักษ์พันธุ์สัตว์น้ำถือเป็นเครื่องมือในการจัดการทรัพยากรอย่างยั่งยืนแนวทางหนึ่ง มีวัตถุประสงค์หลักคือ
1. ลดความเสี่ยงในการเกิดสภาวะการทำประมงที่เกินศักยภาพการผลิต
2. การจัดการโครงสร้างของประชากรสัตว์น้ำ
3. รักษาไว้ซึ่งสภาวะของแหล่งที่อยู่อาศัยของสัตว์น้ำ

ความคาดหวังที่จะได้รับจากภายในเขตอนุรักษ์พันธุ์สัตว์น้ำ
1. เสริมสร้างสภาวะการอนุรักษ์ของความหลากหลายทางชีวภาพของสัตว์ทะเล
2. เสริมสร้างโอกาสในการเพิ่มพูนมูลค่าของทรัพยากรที่ไม่ได้นำมาใช้ในการบริโภค
3. เสริมสร้างพื้นที่เขตที่ไม่ได้ถูกรบกวนเพื่อใช้ในการทำวิจัยทางวิทยาศาสตร์

ความคาดหวังที่จะได้รับจากภายนอกเขตอนุรักษ์พันธุ์สัตว์น้ำ
1. เสริมสร้างปรากฏการณ์เชิงบวกของ biological spillovers ออกไปจากพื้นที่ที่ไม่ได้จัดเป็นเขตอนุรักษ์
2. จะช่วยในการเพิ่มปริมาณการจับสัตว์น้ำในภาคการประมง
3. ช่วยส่งเสริมมูลค่าทางการค้าโดยการเปลี่ยนแปลงชนิดของสัตว์น้ำที่จับได้ที่หลากหลาย

4. มาตรการกำหนดฤดูปลาวางไข่ในเขื่อนลำตะคอง
คุณปรีชา วลานาวัง ผู้ช่วยหัวหน้าศูนย์ป้องกันฯ ได้นำแผนที่อ่างเก็บน้ำลำตะคองให้ชุมชนประมงที่มาร่วมสัมมนาช่วยกันกำหนดแนวเขตที่จะอนุรักษ์ปลาวางไข่ในปี 2552 และอธิบายเพิ่มเติมว่า ทุกๆ ปีก่อนจะทำการปิดอ่างระหว่างวันที่ 1 มิถุนายน ถึงวันที่ 30 กันยายน ทางศูนย์ป้องกันฯ จะจัดประชุม ร่วมกันระหว่างกลุ่มประมงรอบเขื่อนลำตะคองกับหน่วยงานที่เกี่ยวข้อง เช่นกรมประมง กรมชลประทาน การไฟฟ้า เป็นต้น เพื่อช่วยกันกำหนดแนวเขตอนุรักษ์ และการทำกิจกรรมร่วมกันก่อน วันปิดอ่าง

5. รายงานผลการสำรวจข้อมูลพื้นฐานฯ เพื่อศึกษาปัญหาและแนวทางแก้ไขในพื้นที่
นางสาวธัญลักษณ์ เสือสี นักเศรษฐสังคมประมง กองการจัดการทรัพยากรประมงชายฝั่ง ฝ่ายฝึกอบรม ศูนย์พัฒนาการประมงแห่งเอเซียตะวันออกเฉียงใต้ นำเสนอผลการสำรวจข้อมูลพื้นฐานของชาวประมงจำนวน 67 ราย และผู้ค้าสัตว์น้ำจำนวน 10 รายในพื้นที่เขื่อนลำตะคอง และพูดคุยถึงปัญหาและแนวทางแก้ไขเพื่อการจัดการประมงภายในอ่าง

6. พิธีปิด
ดร. สิริ เอกมหาราช เลขาธิการ ศูนย์ฯ ได้กล่าวขอบคุณทุกท่านที่เสียสละมาประชุมในวันนี้โดยเฉพาะอย่างยิ่ง เจ้าหน้าที่ศูนย์ป้องกันฯ ได้ทำงานอย่างหนักในการจัดสัมมนาในครั้งนี้ และสุดท้ายนี้ทางศูนย์พัฒนาการประมงแห่งเอเซียตะวันออกเฉียงใต้ยินดีสนับสนุนการจัดการทรัพยากรประมงในเขื่อนลำตะคองให้ยั่งยืนต่อไป

Following-up SEAFDEC-DOF Project in Chumphon Province

SEAFDEC staff visited and informed the head of Baan Tongkroke village, Mr. Kasem Sangbangka, on the purpose of this visiting which was to interview local people on the affection of FEDs installation and how to manage FEDs by using questionnaire and discussion.

Mr. Kasem informed SEAFDEC staffs that the activity of FEDs installation was interested by other three adjacent sub-districts namely Bang Namjued, Pak Num Langsuan, Bang Ma Phroa and Na Pa Ya. These four sub-districts had discussed and made a plan to install FEDs along coastal line of their respective villages under the DOF project named principal fisheries community led by Bureau of Fisheries Management and Administration. However, now it is processing committee establishment and finding budget source. The Pak Nam Langsuan Fisheries Association is an important partner to support FEDs installation in kind and cash, tentatively. In addition, he also clarified the plan of “Temporary Market” every Wednesday for selling aquatic yields from local fishers and other products from the local villagers.

Mr. Ampol Krutthani, the head of Baan Kohpitak requested for the FEDs manual which will be used as information for setting up other FEDs to promote and rehabilitate fisheries resource in Langsuan District. Moreover, he recommended on crab bank management and promotion that should have more crab bank cage which locates not far from fisher’s household for crab releasing easily.

SEAFDEC staff have discussed with Mr. Wairat Patharn, who is chair of crab bank conservation group. The staff purposed the group to practice on data collection of crab bank management, so SEAFDEC staff asked for cooperation from the group member to collect gravid crab releasing into the crab bank as data. The staff and fishery officials in Chumphon will support and make a data recording sheet, after that sent the sheet and taught them for recording.


Data collection on monitoring FEDs installation and management


There were 23 interviewees divided into two villages which was 17 and 6 persons from Ban Tongkroke and Ban Kohpitak villages, respectively. The result was local people satisfied with FEDs. Although FEDs were installed just only 2 month, most of fishers realized that FED has many advantages, for example; fishing ground, aquatic resource restoration, fish increasing, habitat for small aquatic resource and defend from trawl.

However, FEDs got some damage and sink down into the sea because there were more shell or barnacle hang on a rope, in order to solve this problem buoy should be added for making a balance of FEDs.

In addition, they requested more 5-6 FEDs installation in front of their village (distance are 200-300 m. from shore line), especially trap fisherman because FED will prevent trawls fishery from their trap. And FED Platform should be longer used as habitat increasing of fish. Furthermore, interviewees were agreed, if there are representatives of each village were responsible for managing and monitoring FEDs.

Since FEDs were set up in this area seemed to them the fisheries resources are enhancing and they really hope in the future these will be an opportunity for eco-tourism.

At Chumphon Fisheries Provincial Office and Chumphon Marine Fisheries Research and Development Center

In the last day, SEAFDEC staffs visited the Chumphon Fisheries Provincial Office and Marine Fisheries Research and Development Center, respectively. Then, the staffs summarized the information which has got from the data collection from fishers based on the FED project and monitoring. And also SEAFDEC staffs asked for the collaboration and support from both offices to follow-up activities of FED project and other project that head village are planning and also including the training workshop for the fisher group which will be organized in July 2009.

Forum for the Development of Inland Small-scale Fisheries Focusing on Duya Inn Reservoir Fisheries, Myanmar

This activity was divided into two sub-activities. The first sub-activity was workshop on fish conservative areas for sustainability of inland fisheries resources in Duya Inn, Hinthada Township, Ayeyarwaddy Division. The second sub-activity was training on fish processing.

I. workshop on fish conservative areas for sustainability of inland fisheries resources in Duya Inn, Hinthada Township, Ayeyarwaddy Division.

Mr. Khin Ko Lay, Deputy Director of the Department of Fisheries, was as chairman of the workshop. He cordially welcomed 120 participants to join the workshop which 60 persons who were local people and stakeholders and other 60 persons were local officials both in and outside the Department of Fisheries. After finished his welcome address, he, Dr. Siri Ekmaharaj, SEAFDEC Secretary-General and local officials jointed to cut ribbon line as started the activity.

Mr. Ba Thaw, Myanmar Fisheries Federation confirmed to the workshop that the federation had main policy to promote sustainable fisheries resources and responsible fisheries for long lasting utilization of aquatic resources. He cited that the activity had been proper to rehabilitate and enhance aquatic resources for better and abundant stage.

Mr. Sein Thoung, Head of Fisheries Office, Hinthada Township He also confirmed that he and his officials would seriously help monitoring and surveillance with enforcement of legal framework on the areas.

Mr. Soe Nu Ah, Fish Lease Holder of the Duya Inn Lake cited that he was very appreciating the activity because the result of the activity brought food security and sustainable livelihood to him and other fishers. They would contribute the activity by using responsible fishing gear and practice, and would not fish in the conservative areas and help local officials to surveillance the areas.

Dr. Yuttana Theparoonrat, Coastal and Small-scale Fisheries Division Head, SEAFEC-Training Department, presented experiences on fish conservative areas based on case of implementation in Thailand to workshop.

Mr. Khin Moung Soe, Director of Research and Development Division, made conclusion of all presentations to workshop. He emphasized that the conservative areas activity had been a practical model to promote rehabilitation and enhancement of inland fisheries resources in lease able fishing areas and natural water sources.

The result would be fostered and made extension service to facilitate other fish lease holders and fishers to implement, meanwhile, problems found would be warning point to alleviate improper activity implementation. In addition, the model would strengthen coordination and collaboration between government-based agencies and local community to attain a sustainability of inland fisheries resources.

II. Training on Fish Processing

There were 12 women participants from 2 villages. One was Bay Chaung village and another was Pauk Yoe village that each group had 6 participants.

In the morning session, Ms. Nongnuch Raksakulthai gave a presentation on the processing of traditional fishery products spontaneously translated by Ms. Than Than Lwin from English to Myanmar Language. The presentation had seven parts as fish utilization, composition of aquatic animals, fish spoilage, salted products, dried products, smoked products, and fermented products.

In the afternoon session, the participants practiced in fish processing activities. Group 1 (Bay Chaung village) made “Fish cracker”. They prepared raw materials and mixed and knead all of ingredients by followed the method. Group 2 (Pauk Yoe village) made “Fish fried product”. They divided fish into two baskets (5 kilograms/basket). First basket, spread fish on a tray and solar dry, meanwhile, another basket were boiled fish before drying. During waiting for dried fish, Group2 had participated with Group 1’s activity.

Next day, participants continued the fish processing. Group 1 learnt how to fry fish cracker. Group 2 learnt how to season mixed sauce with fried fish. Then, they experienced to packed fried fish and fish cracker into plastic bag using strainer plastic. In addition, they ended with label on the products. Each group was requested to give presentation based on their practice on selected fish processing products. To encourage these women groups’ initiative, Dr. Siri Ekmaharaj handed supports in cash and equipments to two groups.
