Report Trip for Social Survey in Rayong Province

Date: 1-4 September 2015
Venue: Rayong Province, Thailand

Objectives

1. To collect the additional data in order to develop the academic paper for complete RIHN project.
2. To identify the coastal area of Rayong Province, the situation of 3 zone; industry zone, tourism zone and natural zone (mangrove area).
3. To discuss with Department of Marine and Coastal Resources (DMCR) on the conservation activitysupport to Fisher Groups

Result
1. Discussion with Muang District Fisheries Officer

Social team visit Muang District Fisheries office to discuss with Ms. Pairat Jearat, Muang District Fisheries Officer on the situation of Rayong Coastal zone as result of the survey show that the fishing income and catch price differ in each zone. She explained that the fishers in Industrial zone are active fishing compare with the other zones.In addition, the factory of Industrial zone have policy to support the communities in order to conserve and rehabilitate fisheries resources as well as the fisher livelihood by provide fund to the fisher groups for operating group activities such as crab bank, microcredit, fish processing product and releasing fingerling. The factories also give priority for job opportunity to the fisher’s children. After discussion, she accompanies our team to visit Kao Yod Fisher Group to observe Crab Bank activity.

2. Visit Crab Bank at Kao Yod Fisher Group

Crab Bank was established in March 2015 which funding support from Department of Fisheries andMap Ta Phut Industrial Port. There are 30 fishers involve in crab bank activity and they have donated crab with eggs to crab bank around 20-50 crabs per day, the crab will put into tank and waiting for its releasing eggs around two days, then release crab eggs into the sea at night time 8 p.m. The group will sell crab to the middleman and the income will keep for group administration such as electricity bill and water supply etc. besides the group also collect some eggs squid from the fishers waiting for hatching and release it to the Sea. The Fishers think that the crab bank activity could help them to enhance the swimming crab resources due to they can catch more swimming crab after 2 month starting this activity.

3. Discussion on Survey plan

The social team agree and confirm on the categories coastal zone of Rayong into three zone; industry zone, tourism zone and natural zone (mangrove area) that would analyst the result by zone. However, we will collect more information on the trend of catch, trend of catch price, trend of catch size from 5-10 years ago, No. of fishing gear used per trip and source of additional income during low season. The planning decide to collect the data by sample 3 fishers in each fisher group. We plan to discuss with the DMCR of Rayong Province on the support program to the fisher group in term of enhancement and rehabilitate fisheries resources.

4. Discuss with DMCR

The social team visited the Coastal and Marine Resources Research Center of DMCR at Pak Nam Prasae, Klang district and met Ms. Chalatip Junchompoo, Marine Biologist, she explained that the main function of this office is the research work focusing on water quality, conservation and rehabilitation of coral reefs, sea grass, sea turtle and endangered species. Moreover, recently this research center implement the project on Monitor the water quality in Prasae River through promoting community participation to evaluate and improve water quality by using E.M. (Effective Micro-organisms). Then, we visited the Coastal and Marine Resources Conservation Center of DMCR at Phe Sub-district, Muang District where emphasize on conservation and enhancement the resources, the main activities are mangrove plantation, Installation of Artificial reefs, Enforcement, Promoting Fish Enhancing Device and Fish house.

5. Collect additional data from the fishers  

The social team collect the additional data from the fishermen of 13 fisher group namely: Ao Makham Pom, Nern Kho, Rua Rop Luang Prasae, Municipal Klang, Khok Laem Tien, Klong Ka Cher, Laem Rung Ruang,Kon Puk, Ban Kao Yod,  Pakklong Takuan, Takuan Ao Praduu, Nong Fab and Payoon Fishers group, The main information focus on catch, size, trend of price, fishing gear used and additional income during low season. The total number of fisher respondents is 35 fishers and the results of this survey conclude as follow:
1.    There are 31 fishermen agree that the fisheries resources are decreased from last 5-10 years.
2.    For the price trend, 25 fishermen think that the price of catch is increasing however, 7 fishermen said that the price of catch are not change from the past and 3 fisher think the price is decreasing.
3.    Twenty four fishermen explain that the number of fishermen is increased, 6 of them said that it is not change of the fishermen engagement in fisheries.
4.    The main fishing gear of 25 fishermen is crab gill net follow by fish gill net and squid jigging.
5.    The average number of Crab gill net that the fishermen use 6 set which combine of 4-6 net and the length of net is around 100 meter/net.
6.    Most fishermen use fishing boat with length 6-7 meters.
7.    Most fishermen engage in crab gill net that they operate fishing whole year during monsoon season if they cannot go for fishing because of the strong wind, the fishermen will repair fishing boat and preparing fishing gear. Some fishermen use fishing gear more than one type and they will change fishing gear for appropriate season. There are 3 fishermen culturing green mussel.
8.    The main fisheries activities that fishermen involved are installation of Fish Aggregate Devices and Artificial reefs, Release fish fingerling, Crab Bank, Mangrove plantation and zoning.
9.    PTT Public Company Limited gave compensation to fishermen 30,000 baht after oil spill in the sea near Samed Island. Some factory support fish house to fisher group.
10.                        The sea food price in the area is depend on the middlemen setting price that related to market price with refer to demand and supply of sea food.

11.                        Fifteen fishermen think that the size of target species was smaller than the past and 12 fishermen said that the target size is not change.


การฝึกอบรมหลักสูตร “หลักการทำงานร่วมกับชุมชนในการบริหารจัดการทรัพยากรประมงอย่างยั่งยืน รุ่นที่ 2"

วัตถุประสงค์ของหลักสูตร
1. เพื่อให้ผู้เข้ารับการฝึกอบรมได้เพิ่มทักษะ เทคนิคและหลักในการทำงานร่วมกับชุมชนด้านการบริหารจัดการทรัพยากรประมงอย่างยั่งยืน
2. เพื่อให้เจ้าหน้าที่สามารถคิดวิเคราะห์ วางแผนดำเนินการ และติดตามผลการดำเนินงานได้อย่างเป็นระบบ
3. เพื่อให้เจ้าหน้าที่มีโอกาสได้แลกเปลี่ยนความคิดเห็นทัศนคติ และประสบการณ์กับวิทยากรผู้มีความรู้ ความชำนาญด้านการทำงานร่วมกับชุมชน และผู้เข้ารับการฝึกอบรมด้วยกันเอง
4. เพื่อเสริมสร้างประสบการณ์ให้แก่วิทยากรจากกรมประมงซึ่งได้ผ่านการฝึกอบรมมาก่อนหน้านั้น ได้ฝึกฝนในการถ่ายทอดความรู้ด้านการบริหารจัดการทรัพยากรประมงโดยใช้แนวทางเชิงระบบนิเวศให้แก่เจ้าหน้าที่ในประเทศตนเอง

สรุปผลการดำเนินงานหลักสูตร

ศูนย์พัฒนาการประมงแห่งเอเชียตะวันออกเฉียงใต้ (SEAFDEC) ร่วมมือกับกองบริหารจัดการด้านการประมงทะเล (กจป.) กรมประมง ได้จัดการฝึกอบรมในหลักสูตร หลักการทำงานกับชุมชนในการบริหารจัดการทรัพยากรประมงอย่างยั่งยืน ระหว่างวันที่ 6-11 กรกฎาคม 2558 ณ ศูนย์วิจัยและพัฒนาประมงทะเลอ่าวไทยฝั่งตะวันออก จังหวัดระยอง มีผู้เข้าร่วมรับการฝึกอบรม จำนวน 25 ท่าน โดยมี;

-                   3 ท่าน มาจากส่วนบริหารจัดการประมงทะเล,
-                   8 ท่าน มาจากศูนย์บริหารจัดการประมงทะเลอ่าวไทยตอนใน สมุทรปราการ,
-                   9 ท่าน มาจากศูนย์บริหารจัดการประมงทะเลอ่าวไทยฝั่งตะวันออก ระยอง,
-                   3 ท่าน มาจากศูนย์บริหารจัดการประทงทะเลภาคใต้ตอนบน ชุมพร, และ
-                   2 ท่าน มาจากสำนักงานประมงจังหวัดชลบุรี  

ประสบการณ์การทำงานของผู้เข้าฝึกอบรมจากทั้งหมด 25 ท่าน มีจำนวน 1 ท่านมีประสบการณ์ 31 ปี; 3 ท่านมีประสบการณ์อยู่ในช่วง 21-25 ปี; 3 ท่าน มีประสบการณ์อยู่ในช่วง 16-20 ปี; 7 ท่านอยู่ในช่วง 10-15 ปี; 5 ท่านมีประสบการณ์ 5-9 ปี และ 6 ท่านมีประสบการณ์น้อยกว่า 5 ปีหน้าที่รับผิดชอบของผู้รับการฝึกอบรมโดยส่วนใหญ่แล้วจะรับผิดชอบในเรื่องการปราบปรามตรวจสอบควบคุมการทำประมง รวมไปถึงงานด้านชุมชนสัมพันธ์

หลักสูตรนี้ประกอบด้วยวิทยากรจาก  SEAFDEC จำนวน 3 ท่าน คือ 1) น.ส. พนิตนาฏ ธาราดล, 2) น.ส. รัตนา เตี้ยเย, และ 3) นาย กฤษฎิ์ ภู่ศิริมงคล นอกจากนี้ยังมีวิทยากรจากกรมประมง 4 ท่าน ได้แก่ 1)  นาย ธนัช ศรีคุ้ม, 2) นายชลิต สง่างาม, 3) นาย อกนิษฐ์ เกื้อเผือก, และ 4) นายมณตรี สุมณฑา และมีวิทยากรพิเศษ 3 ท่านคือ 1) นายสัญชัย ตัณติวนิต 2) ดร. ยุทธนา เทพอรุณรัตน์ 3) นายประยุทธ ยวดยิ่ง

ระยเวลาในการฝึกอบรมใช้เวลาทั้งหมด 6 วัน โดยหัวข้อหลักที่ใช้ในการฝึกอบรมเน้นในเรื่องการบริหารจัดการทรัพยากรประมงโดยใช้แนวทางเชิงระบบนิเวศ (EAFM)  นอกจากนี้ยังมีการเชิญประธานกลุ่มประมงเรือเล็กก้นปึกสามัคคี จังหวัดระยอง มาเป็นวิทยากรบรรยายในหัวข้อเรื่อง มุมมองจากผู้นำชุมชน จ.ระยอง ที่เกิดความเข้มแข็งซึ่งเป็นหัวข้อเพิ่มเติม เพื่อให้ผู้เข้าฝึกอบรมได้เห็นมุมมอง/ความคิดในด้านของชาวประมง เพื่อให้เกิดความเข้าใจและการสามารถทำงานร่วมกับชุมชนได้อย่างราบรื่นและมีประสิทธิภาพ เพื่อการจัดการทรัพยากรประมงอย่างยั่งยืน ตารางเวลาการฝึกอบรมได้แสดงไว้ในภาคผนวก 2 ในวันสุดท้ายของการฝึกอบรม ผู้เข้าฝึกอบรมได้มีการนำเสนอแผนงาน EAFM โดยใช้เครื่องมือที่ได้จากการฝึกอบรมร่วมประกอบการนำเสนอ ทั้งนี้ความคิดเห็นจากผู้เข้าร่วมการฝึกการอบรม วิทยากร ได้ถูกแจ้งให้ผู้นำเสนอแผนงาน เพื่อนำไปใช้ปรับปรุงในการวางแผนต่อไปในอนาคต

                สำหรับแผน EAFM ที่ใช้นำเสนอในครั้งนี้ประกอบด้วย 4 กลุ่ม โดยมีชื่อแผนงานคือ
1.             โครงการบริหารจัดการทรัพยากรประมงโดยชุมชนมีส่วนร่วม
2.             โครงการพัฒนาลุ่มน้ำบางปะกงสู่ความยั่งยืน
3.             โครงการบริหารจัดการและฟื้นฟูทรัพยากรชายฝั่งอ่าวบ้านเพ
4.             โครงการบริหารจัดการทรัพยากรประมงบริเวณอ่าวปราณบุรี

จากการประเมินการจัดหลักสูตรพบว่า ผู้เข้ารับการฝึกอบรมมีความพึงพอใจในรูปแบบหลักสูตร/เนื้อหา การแลกเปลี่ยนประสบการณ์ของวิทยากร เทคนิคในการฝึกอบรม รวมทั้งกิจกรรมต่างๆ รวมถึงกิจกรรมสันทนาการในช่วงระหว่างหลักสูตร ทีมงานวิทยากร ตลอดจนคณะทีมงานผู้จัด และผู้เข้ารับการฝึกอบรมยังมีความต้องการให้คงรูปแบบหลักสูตรไว้ถ้าต้องมีการจัดหลักสูตรนี้ในรุ่นต่อๆไป นอกจากนี้ผู้เข้ารับการฝึกอบรมได้ให้ข้อเสนอแนะในเรื่องของระยะเวลาการฝึกอบรมว่า ควรมีระยะเวลาในการฝึกอบรมมากกว่า 5 วัน และให้เวลาในการทำกิจกรรมกลุ่มมากกว่านี้ รวมไปถึงห้องประชุมที่อากาศร้อนในบางครั้ง

ผลที่ได้จากการประเมินหลักสูตรพบว่า ผู้เข้ารับการฝึกอบรมทั้งหมด 25 ท่าน  ได้ทำข้อทดสอบได้คะแนนเฉลี่ย 12 คะแนนจากคะแนนเต็ม 18 คะแนน โดยคะแนนสูงสุดที่ผู้เข้ารับการฝึกอบรมได้รับคือ 16 คะแนน ดังนั้น ผู้เข้ารับการฝึกอบรมส่วนใหญ่มีความเข้าใจหลักการการบริหารจัดการทรัพยากรประมงโดยใช้แนวทางเชิงระบบนิเวศ  

นอกจากนี้แล้ว วิทยากรรับเชิญจากกรมประมงที่เข้าร่วมในหลักสูตรครั้งนี้จำนวน 4 ท่าน ได้รับการฝึกฝนทักษะด้านการสอน และเรียนรู้ถึงการจัดหลักสูตรอย่างครบถ้วน สำหรับทีมวิทยากรของ SEAFDEC ได้รับประสบการณ์ครั้งที่สองสำหรับการสอนในหลักสูตร E-EAFM เป็นภาษาไทย  (โดยในครั้งแรกได้จัดที่จังหวัดสงขลา) ทำให้การสอนในครั้งนี้มีความราบรื่น และกระชับมากยิ่งขึ้น

Essential EAFM - Ecosystem Approach to Fisheries Management

Overall course objectives
Participants will understand the concept and need for an Ecosystem Approaches to Fisheries
Management (EAFM) and acquire skills and knowledge to develop, implement and monitor an “EAFM plan” to better manage capture fisheries.

Result

The welcome address and closing note were made by Dr. Chumnarn Pongsri, Secretary-General and Chief of the Training Department. Dr. Yuttana Theparoonrat, Coastal and Small-scale Fisheries Management Division Head/Information and Training Division Head, gave a speech on introduction of the course. Dr. Jarin Sawanboonchun, Regional EAFM Training Coordinator from Bay of Bengal Large Marine Ecosystem Project, gave a brief on the background of the EAFM course.

The course was delivered entirely by SEAFDEC trainers; 1) Mr. Isara Chanrachkij, 2) Ms. Panitnard Taladol, 2) Ms. Saivason Klinsukhon, 3) Ms. Jariya Sornkliang, 4) Ms. Rattana Tiaye, 5) Mr. Krit Phusirimongkol. At the end of each day the trainers and coach had a feedback session and detailed planning of the following day. There were total of 20 participants on this course: five each from Indonesia, Malaysia, Myanmar, and Thailand.

The original 5.5 days program was extended to 7 complete days to incorporate a half day field visit to a local fishing village on the morning of day 6. The standard course sequence and the activities was followed in the session plans, only alternating slightly to ensure a good daily spread of theory and practice. Days 1-7 ran as original plan (see timetable in Appendix). However, there were some changes such as the lunch time. We expanded the lunch time for 30 minutes for Muslim praying.

At the end of each training day, after detailed feedback and discussions on the delivery; the trainers carefully planned the subsequent day, confirming the already assigned allocation, and assigning responsibilities for every planned activity, including the energizers.

As a response to requests for moving to bigger room, we have some activities outside the room. For the food, we concerned more about the Muslim food; therefore, we have more seafood, vegetable and fruit during lunch and coffee break. In addition, we have a video and more case studies/examples during the presentation. It is very important for the trainers to look after the participants. We responded the participants’ requests as much as we can.


The field trip on day 6 was to Mae Rumphung beach, Ban Pay District, Rayong. At the village, the participant had two and a half hours for face-to-face interview with local fisherman including participatory discussions by using a tools; Historical time lines, Venn’s diagram, Identify and Prioritize stakeholders (HH, HL matrix), Identify and Prioritize threats and issues either (simple ranking or HH, HL matrix), Problem tree analysis. Outcomes were that our participants practised focus group discussions including facilitation and observation; also historical time lines and HH, HL matrix were generated. Then, we had a result of each group presentation at EMDEC. In the evening, some participants prepared their presentation in the training’s room but the room can provided only till 7 pm.

The EAFM draft plan presentations went well; groups put a lot of work into preparation. Indonesia chose “Fishery in Bali Straight”, Malaysia chose “Coastal Area in Selangor”, Myanmar chose “Thaninthanyi Coastal Area”, and Thailand chose “Phung-Nga Bay”.  As often happens during the presentation, groups found it difficult to manage time properly 10 minutes for presentation and 5 minutes for question and answer. So we systematically allowed for content-related questions and then ensured we elicited and provided feedback on the actual draft plans.

SEAFDEC provided the participants USB that contained of all presentation, material (Handbook, Workbook, Toolkit, and Action Plan Booklet), picture and video during the training as well as bag, cap, shirt, and certificate.

For the interactive course review, the concentric circles individual feedback was used to know the course as a whole, and can draw out key learning points. Moreover, we also used the pairwise ranking of key EAFM messages activity. This activity worked very well and the messages that came out from all groups reflected the key points we had covered during the course.

Initially the trainers had some apprehension and nervous about whether the mix of very senior people, middle level and junior officers would appreciate the participatory teaching methodology consisting of many group activities and energisers, as these are different from other training or lecture sessions many would be familiar with. However, the daily monitoring and the final assessment clearly showed that there was a lot of appreciation for the training methods, course design, and course trainer including the administration.

Report Trip for Household Survey at Rayong Province

Date: 19-23 May 2014

Objectives
1. To interview fisheries household at coastal small-scale fisheries,
2. To collect secondary data from Municipality and Tambol Organization Administrative at coastal area of Rayong Province.

Results

After SEAFDEC team informed Mr. Vuthichai Wangkha-art, Director of CMDEC, the background of SEAFDEC-RIHN project and objective of this trip, we met the head of fisher group and discussed on the interviewing plan. In addition, the team visited Leam Rung Ruang fisher group. We met vice leader group, Ms. Somsri, she gave us more information that small-scale fisheries of this group mostly from Rayong Province and moved to Leam Rung Ruang coastal area for fishing. Therefore, their hometown is in city and the second house is in Leam Rung Ruang area. The main fishing gear is blue swimming crab gill net. At Kon Puk fisher group, we could interview only a few fishers because most of them went to the sea for squid jigging, main fishing gear, and would come back in the next 4-5 days.

Social team visited Nah Boat Yoan fisher group, which the member is about 50. The main fishing gear is squid jigging. Furthermore, the team visited Pak Nam Ban Rao fisher group which leader group is Mr. Lamom. The main fishing gear is shrimp trammel net, swimming crab gill net, and squid castnet. The number of member is around 60. The member of this group is decreasing after oil spill because there are conflict among members on compensation from PTT.

In addition, the team visited one landing site on squid, which some squid castnet fishing boats are belong to Pak Nam Ban Rao fisher group. There were no any fishers there because some fishers stay at home and some fishers went to Prachuap Kiri Khan or Chumphon Provinces, the southern part of Thailand, for fishing after opening the closed season.

Summary

Social team collected the data in four fisher groups namely, Leam Rung Ruang, Kon Puk, Nah Boat Yuan, Paknam Ban Rao. The total samples of fisheries household of this trip is 53 samples. 8 samples from Leam Rung Ruang fisher group, 5 samples of Kon Puk fisher group, 13 samples of Nah Boat Yoan fisher group, and 27 samples of Pak Nam Ban Rao fisher group. The data will be input in excel and will be analyzed after all samples are collected. The remain samples of Rayong Province is 65 from 9 fisher groups, and the team try to finish it next trip.

Report Trip for fisheries household survey at Rayong Province

3. To interview fisheries household at coastal small-scale fisheries
4. To pre-test fish distribution questionnaire by middleman

Results
10 June 2013
SEAFDEC team met Director of EMDEC and informed her the objective of this trip and requested two staffs to collaborate with SEAFDEC’s staffs on the surveying. After that, social team went to each fishers group to make an appointment with leaders of fishers group of Ao Charoen fishers group, Wang Kaew fishers group, Klang Municipal fishers group and Ao Makham Pom fishers group. Our appointment was including the interviewing each leader of Fishers group on establishment fishers group, what kind of resources management activity which implement in their communities, fisheries problems, benefits from fishers group establishment and fish distribution.

11 June 2013
In the morning, social team visited Ao Makham Pom Fishers group to collect 8 samples, including interview one middleman, the main specie of this fishers group is blue swimming crab. In the afternoon, we collected data at Klang Municipal fishers group, with 11 samples, the total number of this group is 16 samples. The main specie of this group is soft cuttlefish.

12 June 2013
In the morning, social team divided into two teams to collect the data at Wang Kaew fishers group
with 7 samples, and Ao Charoen fishers group with 4 samples. In the afternoon, social team went to Klang Municipal fishers group to collect 5 samples, including interviewing one middleman, who bough soft cuttlefish.

13 June 2013
In the morning, SEAFDEC team visited Ao Makham Pom fishers group to interview 2 middlemen of blue swimming crab. In the afternoon, SEAFDEC team visited Klang Municipal fishers group to interview one company, which is the middleman who buy soft cuttlefish.

14 June 2013
SEAFDEC and EMDEC participated in the meeting of set net group meeting, the objective of this meeting was changing capital to share for all members (including former members).

Summary

The total samples of this trip are 35 samples in four fishers groups, the number of sample was calculated by extraction method. In addition, the total of small-scale fishers group in Rayong Province is 27 groups. The total of small-scale fishing boat is 1,312 fishing boats. The main aquatic animal is blue swimming crab and soft cuttlefish. There are two main activities for coastal resources rehabilitation. The first activity is crab bank activity and the second activity is FEDs (Fish Enhance Devices), which implemented at coastal area in each fishers group.


The middlemen at Ao Makham Pom Fishers group buy blue swimming crab from bottom gill net and collapsible crab trap. Blue swimming crab from bottom gill net will be landed in the morning. Middleman will buy live blue swimming crab directly from fishers and then sell to retailer and restaurant. For non-living crab, the middleman will sell to factory. For blue swimming crab from collapsible crab trap, it will be landed whole day. The middleman will buy and sent to retailer/restaurant/tourist and also to factory. In case of soft cuttlefish at Klang Municipal Fishers group, the middlemen buy fresh soft cuttlefish and send to restaurant/retailer and also export to Taiwan. 

Social survey to Rayong and Prachuap Khiri Khan Province under SEAFDEC-RIHN Project

Objectives:

1. To make clear and get more information on location of coastal small-scale fisher groups with Fisheries Provincial officers.
2. To visit and interview leader of fisher’s group at coastal area of target site in Rayong and Prachuap Khiri Khan Province.
3. To collect the data by interviewing fishers at coastal area of target site in Rayong and Prachuap Khiri Khan Province.

Result

The SEAFDEC-RIHN project, Component 4: Field survey for data and information collection of social and economic aspects, plan to collect the data two times in year 2013. The first survey on 18-22 February 2013 by dividing two teams for two sites (Rayong and Prachuap Khiri Khan Province). The interviewers of each site composed of three counterparts from RIHN, SEAFDEC and DOF, Thailand.

In Rayong Province, the sample size was estimated by extraction method that used the total number of fishers in target area around 1,312 fishers for calculation. The total extraction number of the survey is 297 samples including 27 fishers' groups. The SEAFDEC-RIHN and DOF staff collected the data by interviewing the fishers in two fisher's groups in Rayong Province. The samples at Rua Rop Ruan Prasae Fishers’ group was 11 samples, the main fishing gear was fish gill net. The samples at Nern Khor Fishers’ group was 25 samples,  which the total sample was 35 samples. The main fishing gear was swimming crab gill net.



In Prachuap Khiri Khan Province, the total number of fishers in target area around 953 fishers. The total extraction number of the survey is 274 samples including 9 villages. At this time, the interviewer was collect the data in 4 fishers' groups, Ban Nongsamed (11 samples), Ban Khaek (12 samples), Ban Bangberd (11 samples), and Ban Pakklongbangsaphannoi (1 sample), the total sample was 35 samples.


All of the data of Rayong and Prachuap Khiri Khan will be input to excel program and sent to RIHN team at Japan for data analyzing. The second data collection will be held in the mid of year 2013 in the same provinces but different fishers' groups.

In consistence with the SEAFDEC-RIHN project, Component 4: Field survey for data and information collection of social and economic aspects. After the draft questionnaire has designed, the pretest questionnaire was conducted at Rayong and Prachuap Khiri Khan Province where were the selected site for collecting data.

In Rayong Province, SEAFDEC-RHIN team and Dr. Methee Kaewnern, Assistant Professor, from Kasetsart University visited Eastern Marine Fisheries Research and Development Center office (EMDEC) to meeting with EMDEC staff on the SEAFDEC-RIHN project and discuss on the information of site selected, the draft questionnaire and pretest planning. After discussed, the pretest questionnaire was conducted by face to face interview at three landing site namely; Suanson, Langkhakeaw and Naikhok. The total number of Sample is 12 respondents. After pretest questionnaire, the discussion on questionnaire development was conducted at EMDEC office. The questionnaire was improved especially in part of fisheries management that is difficult to ask for answer. The target group are the fishermen who go fishing around Set net and outside Set net and the total number of Sample is about 100-150 samples , so the meeting plan to collect the sample around 70 sample per year.


At Bangsaphan Bay, the team was cooperative with Mr. Likhit Boonsit, the officer in charge of Bangsaphan Community based fisheries management project, and 2 staff from Chumphon Marine Fisheries Research and Development Center (CMDEC) to pretest the questionnaires in two fishing villages namely; Ban Nongsamed and Ban Bangberd. The total number of sample is 12 respondents. The discussion on questionnaire and methodology on data collection was conducted to develop the finalize the questionnaires. The target group of sample in Bangsaphan Bay is fishermen from 9 villages, and approximate time interview was one hour/questionnaire. The survey plan to carry out twice a year in March and June 2013 and the total number of sample is 70 respondents (35 samples per time).
